In our new paper, we try to answer to this question by mapping the stakeholders that participated in 2023 in the EU and UNFCCC public consultations on CDR.
First we describe their defining characteristics and then we focus on the content of their submissions. Among the main arguments presented in these submissions we identify a divide between expansive and restrictive stances and their relative supporters. This divide highlights the need to balance diverse perspectives on CDR regulation for a deployment of these technologies that is as effective as equitable.
